Delhi withholds giving additional charge to police officer accused of sexually assaulting journalist

The Delhi government on Monday said that it had withheld the decision to give Assistant Commissioner of Police Vivek Bhagat the duty charge of additional deputy commissioner while an inquiry into sexual harassment allegations against him is pending.

A woman journalist had alleged that Bhagat groped her while she was making a video of student leader Neha Bora being detained during protests demanding the resignation of Chief Election Commissioner Gyanesh Kumar at Jantar Mantar.

She said that she had gone to the Parliament Street police station to file a complaint, but no action was taken.

An unidentified police official was quoted as saying by The Hindu that registering cases against police personnel for actions taken while performing law and order duties could “deter them from working”.

Another unidentified police official told the newspaper on Sunday that there was no evidence to substantiate the journalist’s allegation.

On Monday, Bhagat, along with 11 others, was assigned the current duty charge of additional deputy commissioner of police.

A current duty charge is a temporary administrative arrangement where a government employee performs the routine daily tasks of a higher vacant post without getting a formal promotion or extra pay.

The Delhi government said that the decision to give Bhagat additional responsibilities was initiated on August 25, “much before the present set of events”.
