OTTAWA — While Prime Minister Mark Carney ran up a $175,000 food bill during his January flight to China, Qatar and Switzerland, government records show the trip cost far more in fuel charges.

Documents obtained by the Canadian Taxpayers Federation (CTF) through an access-to-information request show that the PM and his entourage aboard CANFORCE ONE ate through $175,248 in in-flight catering during the Jan. 13 to 21 trip, with receipts showing the Royal Canadian Air Force spent over $223,000 on fuel alone on the nine-day trip.

“The food sounds delicious, but it’s the bill that’s giving taxpayers indigestion,” said Franco Terrazzano, the CTF’s federal director.

Fuel receipts from Ottawa and Beijing alone total more than $223,000, while the provided records include no prices for fill-ups in Vancouver, Doha and Zurich.

Nearly $17,650 of the $88,756 in jet fuel purchased in Ottawa went right back into government coffers in HST, Ontario fuel tax and federal excise tax.

This was the trip were the PM delivered his widely-reported speech to the World Economic Forum in Davos.

Food choices aplenty

The catering totals, revealed earlier this year in a response to an order paper question filed by Tory MP Scot Davidson , are the largest of any trip in Carney’s first year as prime minister.

That trip beats out the $159,781.24 food bill racked up by the PM’s Nov. 18 to 24, 2025 trade mission to the United Arab Emirates and G20 Leaders’ Summit in South Africa

The CTF says the figures work out to about $2,400 per passenger.

In all, Carney billed nearly $1 million on in-flight catering during his first 12 months in office .

According to menus produced by 437 Transport Squadron — responsible for operating VIP flights for the PM, Governor General and senior government members — passengers were offered two choices for the trip’s first leg from Ottawa to Vancouver: Roast beef with rice and beans, or cheese ravioli with white wine tomato sauce and fresh ricotta.

Between Vancouver and China, passengers were offered two separate meal services — either black cod with potatoes or grilled chicken with mustard sauce, and for the second dinner service a choice between coconut curry salmon or beef tenderloin.

The documents also provided menus for flight legs between Beijing and Shanghai, but government records and public-domain flight tracking data suggest CANFORCE ONE flew direct from Vancouver to Beijing.

Two days later, for the flight from Beijing to Qatar, the lunch menu consisted of a choice between pasta arrabbiata or beef fillet with truffle potatoes, and either veal escalope or truffle risotto for dinner.

For the Jan. 19 flight from Doha to Zurich, the PM and his entourage dined on a choice of chicken breast or pasta bolognese.

For the last leg home to Ottawa, passengers were offered a choice between fillet of seabass or veal blanquette.

The Toronto Sun’s invitations to the PMO for comment went unacknowledged by press time.
